The charter is the document at the heart of the action of each Regional Natural Park (PNR). Specific to each of them, it sets objectives for the protection, enhancement and development of the territory, as well as the means to achieve them. In order to adapt this territorial project to changes in local issues, the Parks undertake to review the content of their charter every 15 years.

Initiated in March 2023, the revision of the charter of the Périgord-Limousin Regional Natural Park required a evaluation of actions already carried out within the framework of its current charter (2011-2026). This work, carried out with the Park's elected officials, its technical teams and its partners, made it possible to take stock of the actions actually implemented in relation to the initial objectives, and to thus feed the reflections on the development of the new charter (2026-2041). After a first mid-term review, carried out in 2019, the Park has just published the conclusions of the “final evaluation”, which paints the portrait of a team recognized for its engineering and professionalism.

Elected officials and partners particularly highlighted the capacity of the Park to respond to regional, national and European challenges, particularly in the water area following the LIFE Haute-Dronne program. The team's financial expertise, essential for monitoring complex European financing, was also highlighted. In addition, the support for the skill management of aquatic environments and flood prevention (GEMAPI) by the Park is now perceived very positively by all operators, some even considering it innovative.

In other areas, the park team was able to provide expertise recognized by state operators, stakeholder associations and most local authorities.

  • BUSINESS ART - The team is seen as a key initiator of projects promoting artistic crafts and its different variations, such as RésoCUIR and PEMA.
  • TOURISM - The Park is considered an essential relay, playing a pivotal role between tourist offices, particularly for the promotion of Périgord Vert
  • FORESTRY - The Park is seen as a necessary support for the evolution of silvicultural practices
  • AGRICULTURE - The team is listened to by the chambers of agriculture, even if the latter remain cautious about the necessary developments in the face of climate change, which weakens existing economic models.
  • FIGHT AGAINST CLIMATE CHANGE - The Park is recognized for its expertise and its ability to adjust its messages according to its interlocutors to better share information.
  • DYNAMISM OF IDENTITY AND SOCIAL CONNECTIONS - As the bearer of the “Park” specifications labeled at the national level, the team is considered a vector of harmonization and cohesion at different scales.

The lessons learned from the final evaluation will feed into the ongoing reflection to co-construct the future 2026-2041 charter. Various recommendations have already emerged from this work:

  • Develop the transversal water and biodiversity approach
  • Increase consultation efforts among forestry stakeholders, to manage tensions which are sure to exacerbate with the acceleration of transformations (environmental requirements, changes in consumption practices, etc.)
  • Seize the subject of food as an opportunity to work on relationships with neighboring territories and urban/rural cooperation
  • Supporting public and private actors on mobility issues
  • Amplify synergies with partners linked to Artistic Professions
  • Position yourself as an actor in adaptation to climate change
  • ...

In 2026, the signatories of the Park charter (New Aquitaine Region, Departments of Dordogne and Haute-Vienne, communities of municipalities and municipalities) and the multiple partners who contributed to the active implementation of the charter 2011-2026 are called to rrenew their commitments so that “una autra vita s’inventa aqui” through the future charter 2026-2041.
