Operating procedure for logging

Establishment of a protocol to systematize dialogue between elected officials and forestry professionals before construction sites.

In 2019, a survey on the expectations of municipalities regarding forestry projects and relations between municipalities and professionals was carried out. 45% of municipalities responded, and among other things, 100% of respondents asked to be informed of forestry projects and to be able to carry out road inventory.

The Park has moved closer to the Pays de Guéret which has had a procedure for the exploitation of woods for 10 years. A real tool for consultation between forestry operators and municipalities, it allows dialogue before construction sites and avoids a lot of damage. in the municipal territory: the construction sites are declared to the municipalities which report the elements of vigilance (driving, hiking trails, conflicts of use of the roads, etc.). Today, the majority of projects in the Pays de Guéret are taking place in good conditions because they were able to be prepared in advance, with the elected officials concerned, by anticipating possible problems to better avoid them. This operating method is in force – successfully – in already 3 territories of the former Limousin.

An information letter was sent to all forestry operators in the area and its immediate vicinity, their unions and representatives. The communities have designated forest representatives who will be trained and supported by the Park to take charge of this system.

In practice :

  1. Professionals declare their projects at the town hall, by email or post with their own tools, or by using the forms set up by the Park by clicking below on the name of the municipality concerned. For a construction site spanning several municipalities, please declare the construction site in at least all the municipalities affected by the exit from the woods.
  2. Following the declaration, the municipality contacts the professional to provide a contradictory inventory before construction and pass on the information at its disposal.
  3. At the end of the project, an inventory is made. If necessary, the road is repaired by the professional concerned when weather conditions permit .

To respond to the wishes of its elected officials, in 2021 the Park is launching this operating procedure for the exploitation of woods across its territory:

  • systematize the declaration of forestry projects (cutting, work, plantations) to the communities concerned,
  • systematize dialogue between communities and professionals upstream and downstream of construction sites.

The general objective is twofold:

  • secure the exit from the woods, taking into account local constraints (easements, heritage, other uses of the roads, etc.),
  • support professionals committed to their territory by facilitating their work in good conditions.
