Evaluation of the Charter
Evaluation is an integral part of the life of the Park charter, and of the life of local authority projects, in general. It makes it possible to report to residents, partners and elected signatories on the path traveled by the Park over 15 years, with regard to the objectives and challenges of the charter.
Charter
The charter of the Périgord-Limousin Regional Natural Park is the written contract symbolizing the preservation and sustainable development project designed for the territory.
Territorial and local authorities are involved in its development. The socio-professional and associative partners have also contributed significantly: together, they are committed to coherently managing all actions intended to promote local resources while respecting natural environments and landscapes.

The 2011-2023 Charter (classification extended until 2026)
A decree dated June 12, 2019 modified the classification period of the PNR PL which increased from 12 to 15 years, i.e. until August 26, 2026.
In the charter of the Périgord-Limousin Regional Natural Park, five priority areas have been defined:
- Axis 1: Improve water quality at the scale of the 3 watershed heads of Périgord Limousin
- Axis 2: Preserve the biodiversity of Périgord Limousin
- Axis 3: Promote the development of local resources in Périgord Limousin from a sustainable development perspective
- Axis 4: Fight against global warming in Périgord Limousin
- Axis 5: Dynamize the identity and social links of Périgord Limousin
These 5 axes are developed in 17 orientations and 55 measures. All the Park's actions implemented respond to this tree structure.
The Charter records the territory's project for 15 years. It defines the main shared orientations and all the measures that the signatories of the Charter undertake to implement (the Municipalities and Communities of Municipalities of the Park, the Departments of Dordogne and Haute-Vienne, the Nouvelle-Aquitaine Region and the State) over the entire duration of the classification to achieve the set objectives.

Mid-term evaluation of the Charter (2011-2026)
The Park Charter covers the period 2011-2026 and reached the halfway point of its implementation in 2019.
According to Decree No. 2012-83 of January 24, 2012, Regional Natural Parks must carry out the mid-term evaluation of their Charter. The aim is to anticipate the final evaluation of the Charter which will lead to the establishment of a new Charter.
The objective is to evaluate the relevance of the territorial project as well as the effectiveness and efficiency of its implementation. This involves taking stock of the actions actually implemented in relation to the initial objectives set in the Charter.
In 2019, the Park carried out the mid-term evaluation of its Charter (2011-2026).

Final evaluation of the implementation of the Charter in 2011-2026
After an initial mid-term evaluation in 2018-2019, the final assessment was drawn up in 2023-2024. This work was an opportunity to take a step back from the actions carried out, to judge their relevance in the application of the charter and to assess their effectiveness; necessary time before the development of the new charter.
To carry out its evaluation, the Périgord-Limousin Regional Natural Park was supported by an external group. This group was responsible for supporting the Park in collecting the data necessary for the evaluation, but also for carrying out interviews with elected officials and experts in the area. These two axes, quantitative and qualitative, will make it possible to draw up a complete evaluation.
The service providers in charge of the final evaluation brought together the Park's partners on June 13 and 14, 2023 to take an evaluative look at the actions carried out by these partners with the Park, since 2011. Subsequently, the commissions and/or groups of the Park were mobilized to issue opinions on the implementation of the Park's actions. This involves, on the one hand, considering the financial and human resources allocated and on the other hand, taking into account the institutional context and developments in national, regional and local strategies.
In addition, the technical team wrote the final evaluation report based on quantitative and qualitative indicators of the actions.
