Territorial dialogue
To write the next charter of the Park, the territorial dialogue is carried out with all the stakeholders of the territories: inhabitants, communities, socio-professionals, institutions, consular chambers, technical and financial partners, associations for the protection of nature and the environment. environment as well as those of valorization of tangible and intangible heritage.
The association of communities and local stakeholders relies largely on the existing bodies of the Park: commissions, union committee, orientation and development council and scientific council.
However, in order to consult the territory as widely as possible, other discussion times were organized, particularly for residents and partners.
FACTORY
In addition to the Park authorities already in place, the elected representatives of the Pnr Périgord-Limousin union committee wanted to rely on a working group made up of residents: “La fabrica”.
The objective was to bring together residents of the territory who may or may not be aware of the Park's actions and to collect their expectations for their territory over the period 2026-2041. For this, a large draw was organized on the electoral lists.
Each town hall reported to the Park the number of people registered on its electoral list. The Park randomly drew 10 or 15 numbers (depending on the number of inhabitants in the municipality) between 1 and the number of registrants indicated and sent them to the town halls. Each town hall identified the people corresponding to the numbers and sent them the invitation letter to participate in La fabrica. 100 people responded positively to participate in La fabrica.
Workshops were offered to volunteer residents, so that they could make proposals on the major issues in the area. The volunteers were divided into 4 groups: Nontron, La Coquille, Châlus and Rochechouart, which each met 3 times. Their work was subsequently presented to elected officials during a joint presentation.
The mandate of La Fabrica being advisory, elected officials in the study area will be able to choose whether or not to take up the proposals made when drafting the charter. The conclusions of the La fabrica workshops are available for download, below.
PUBLIC MEETINGS
The work of La Fabrica was completed by 4 public meetings, in order to collect the expectations of all the inhabitants of the territory. The meetings took place in Pageas, Milhac-de-Nontron, Champagnac-la-Rivière and Chalais and brought together more than 80 participants. During these meetings, residents were able to exchange and debate their visions for the territory on themes as varied as: water, landscapes, the local economy, habitability, energy sobriety, heritage and the forest. . The opinions expressed and the actions proposed will feed into the ongoing work around the revision of the Park charter.
WORK WITH PARTNERS
Following consultation with residents, the Park's partners and elected officials in turn worked hand in hand around the 2026-2041 charter project. In total, nearly 80 participants, representing around forty structures, met in La Coquille, Dournazac then Bussière-Galant for 3 afternoons of intense work. Technical, financial and associative partners were present with the communities, to imagine strong measures intended to respond to the major challenges of Périgord-Limousin. The discussions led to the development of around fifty measures. The proposed measures will soon be the subject of work in thematic committees.
