The Périgord-Limousin Regional Natural Park is managed by a joint association. It is made up of several decision-making bodies and advisory bodies. 

The mixed union

The Périgord-Limousin Regional Natural Park is managed by a joint association. This brings together the municipalities, communities of municipalities, departments and the region which take part in the park project.

The Joint Syndicate is responsible for managing the Regional Natural Park. It implements a sustainable development project for the territory in application of the charter. It's made of :

  • the Nouvelle-Aquitaine Region
  • the departments of Dordogne and Haute-Vienne
  • the 74 municipalities of the territory and a delegated municipality
  • the 7 communities of municipalities of the territories (public establishments of intermunicipal cooperation with their own taxation)
  • the 6 gateway cities

The decision-making bodies of the joint union

The union committee

The mixed union is administered by a union committee. It's'main decision-making body of the park. It is composed of elected representatives from the region, departments, communities of communes, municipalities and gateway cities of the joint union. It is the union committee which makes the biggest decisions. He may, however, delegate certain of his responsibilities to the union office.

The union committee has 262 members:

  • 135 holders
  • 127 alternates

It is made up of elected officials:

  • 8 titular delegates designated by the Nouvelle-Aquitaine Region, in its assembly;
  • 2 titular delegates and 2 substitutes per department, designated within their respective assemblies;
  • 1 titular delegate and 1 substitute per 1 inhabitants, for each municipality, designated within their municipal councils;
  • 1 titular delegate and 1 substitute designated by each gateway city, appointed within their municipal councils;
  • 1 titular delegate and 1 substitute per 5 inhabitants, for each EPCI, and 000 additional titular delegates for each EPCI having transferred GEMAPI competence to the joint park union, designated within their community councils.

It is the union committee which:

  • prepares multi-year programs and, in general, ensures compliance with the commitments made within the framework of the charter, and the implementation of the park's activity program;
  • defines the annual activity programs;
  • decides on and votes on budgets;
  • examines activity reports and annual funding;
  • prepares, monitors and validates the stages of revising the charter, in agreement with the Region, responsible for the procedure;
  • determines the employment positions to be filled for the implementation of programs or the execution of park missions;
  • elects the president and the 1time vice-president;
  • modifies the statuses.

He can delegate some of these tasks to the union office, but not the most important decisions.

The union office

The union office is a restricted decision-making body. He may be delegated certain responsibilities from the union committee. He manages the day-to-day affairs of the park and prepares decisions which will be submitted to the union committee. The union office has 34 full members.

The union office is made up of elected members of the union committee:

  • 4 delegates for the Nouvelle-Aquitaine Region;
  • 1 titular delegate and 1 substitute per department;
  • 12 delegates, designated by the union committee, to represent the municipalities, i.e. 6 in each department;
  • 2 delegates to represent the gateway cities;
  • 1 delegate designated by EPCI with its own tax system per 6 inhabitants in proportion to the municipalities
    classified as PNR;
  • 2 delegates under the EPCI with their own taxation elected by their peer members of the Union Committee;
  • 2 delegates as President and Vice-President of the GEMAPI commission;
  • 1 delegate for each EPCI, and additional delegates, including two for GEMAPI competence.

The president and the 1time vice-president automatically occupy one of the places in the union office.

The executive office

The executive office has the function ofsupport and advise the presidency for all questions relating to park governance.

The vice-presidents who occupy a place in the executive office each chair one of the thematic commissions. They thus have an overview of the subjects covered by the park.

The Park Executive Office is made up of:

  • Anne Marie ALMOSTER RODRIGUES, President of the Park
  • Pascal MECHINEAU, 1er vice-president, delegate for Finance, Governance, Human Resources and president of the Orientation and Development Council
  • Philippe FRANCOIS, Deputy Vice-President for Aquatic Environments, President of the GEMAPI Commission
  • Pascal BOURDEAU, deputy vice-president for Biodiversity
  • Sébastien FISSOT, Vice-President for Forestry, Agriculture and Short Circuits
  • Julien MARIE, Vice President of Sustainable Tourism and Communication
  • Lucien COINDEAU, Vice-President of Culture, Territorial Education and Involvement
  • Colette LANGLADE, Vice-President for Ecological Transition and Adaptation to Climate Change
  • Jean LEGOFF, Vice-President for Urban Planning, Heritage and Landscapes

The executive office is made up of members of the union office:

  • the president and the 1time vice-president, elected by the union committee;
  • up to 7 other members, elected by the union office, who will serve as vice-presidents.

The consultative bodies of the joint union

Commissions

The commissions are thematic advisory bodies. They do not have decision-making powers. Those are places for debate, orientation, proposals, consultation and evaluation. They are made up of delegates from union committee and chaired by a vice-president of the executive Office. The commissions can also invite any expert in the field concerned.

The park counts 7 committees :

  • Aquatic Environments Commission – GEMAPI
  • Biodiversity Commission
  • Forestry Commission – Agriculture – Short circuits
  • Sustainable Tourism Commission – Communication
  • Culture Commission – Territorial Education – Involvement of residents
  • Energy Transition Commission – Adaptation to climate change
  • Urban Planning – Heritage – Landscape Commission

 

ORIENTATION AND DEVELOPMENT COUNCIL

The COD is a consultative body responsible for preparing strategies for implementing the charter, ensuring monitoring and consistency between the actions of the different commissions. Its main missions are in particular:

  • Participate in the evaluation of the current Park charter
  • Defining the challenges and progress of the territory by 2041
  • Play an active role in the development of the 2026-2041 Charter

In order to ensure pluralistic expertise, the COD is made up of elected members and local stakeholders including elected representatives from the Park's thematic commissions, key socio-professional representatives, local elected representatives, as well as other experts. of the territory whose presence is deemed relevant.

THE SCIENTIFIC COUNCIL

To guide it in its decisions, the Park can count on the support of external experts, grouped within the Park's “Scientific Council”. This scientific council is made up of members qualified in various disciplines related to the issues addressed by the Park. He fulfills missions of reflection, advice and proposals to the President of the Park and the Union Committee and participates in the analysis and expertise of the scientific issues linked to the Park's decisions.

The Park's Scientific Council is made up of 7 members.

  • Guy COSTA, University professor in plant physiology, specialist in silvicultural issues (University of Limoges)
  • Elise DEMEULENAERE, Socio-anthropologist at the CNRS
  • Edwige GARNIER, Lecturer in geography and planning, specialist in heritage development and territorial development issues (University of Limoges)
  • Gilles GUIBAUD, University professor in environmental chemistry and water quality (University of Limoges)
  • Olivier LE GALL, INRAe Research Director in plant virology
  • Yorick REYJOL, Head of the “Ecosystems” team of the center of expertise and data on natural heritage PatriNat. The Ecosystems team works in particular on issues around light pollution and climate change
  • Benoît SAUTOUR, University professor, specialists in issues linked to biodiversity, climate and the functioning of ecosystems (University of Bordeaux)
